OF THE ALTAI REPUBLIC
The formed structure of the Altai Republic economy, the basis of which is comprised by live-stock breeding, timber enterprises, small mining concerns and agricultural enterprises, does not provide the minimum admissible social and economic development level of the Republic.
That's why it seems to be necessary to reform enterprises of the Altai Republic's industrial sector and to develop complex of measures aimed at provision and maintenance of their further successful development.
The Government of the Altai Republic determined the following priority courses of economic development of the region:
- processing of agricultural raw materials o要 the basis of modern technologies (down, wool, tanning raw materials, meat, maral and deer horns);
- deep processing of wood and medical and technical raw materials;
- mining and processing of mineral resources;
- creation of power engineering base - construction of small and micro-hydroelectric stations, thermoelectric stations;
- creation of infrastructure for tourism and recreational centers corresponding to international standards.
In order to organize and widen joint entrepreneurship, the Altai Republic Government presented additional privileges for foreign and domestic investors within the framework of Ecological and Economic Region "Altai" functioning o要 the Republic's territory.
PROCESSING OF AGRICULTURAL RAW MATERIALS o要 THE BASIS OF MODERN TECHNOLOGIES
The structure of the Altai Republic agricultural and industrial complex formed at the present moment is characterized by weak development of the sphere of storage, processing and sale of finished production.
In particular, it is necessary to reconstruct the existing meat-processing industry because those meat-processing technologies used here lead to considerable losses. Besides, there exists a great number of unsettled problems concerning siting of dairy industry enterprises and creation of the necessary raw materials base.
Among all the Republican enterprises the most difficult position is taken by enterprises of light and textile industries, for originally they were oriented toward imported raw materials. In this connection the question of organization of finished production output at these enterprises out of raw materials produced in the Republic - wool and down - is of great importance. It is planned to reconstruct the existing productive capacities and construct new modern mini-shops o要 processing of agricultural raw materials produced in the Republic. Lately the Altai Republic Government adopted a number of documents approving and regulating the process of local enterprises reprofiling to domestic raw materials resources.
External investments are considered as the main source of projects financing - both domestic and foreign o要es. The aggregate investment volume necessary for enterprises of agricultural and industrial complex modernization comprises 10-12 mln. USA dollars.
MINING AND PROCESSING OF MINERAL RESOURCES
Mineral and raw materials base of the Altai Republic let outline several directions of mining branch development:
- construction of stripping based o要 Taldudiurgunskoye brown coal deposit;
- construction and start-up of the objects of Kalgutinskoye Ore Mining and Processing Enterprise;
- reconstruction of "Vesyoliy" Mine and construction of gold-extracting factory;
- processing of gold- extracting factory waste;
- mining and beneficiation of vollastonite ore.
To realize outlined measures o要 mining branch development it is necessary to attract investment resources for capital investments in the sum of 5-10 mln. USA dollars.
PROGRAM OF POWER ENSURING OF THE ALTAI REPUBLIC
Top-priority projects of the program of power ensuring are:
- continuation of spade-work o要 Taldudiurgunsky local stripping development o要 brown coal strip mining for local needs;
- speeded up construction of gas main "Barnaul-Biysk-Gorno-Altaisk" with further development in China and Mongolia;
- creation of LES and MHES providing settlements not covering with centralized power ensuring.
PROGRAM OF TOURISM AND RECREATIONAL TERRITORIES OF THE ALTAI REPUBLIC DEVELOPMENT
The main directions of tourism and recreational territories development are:
- working-out of the own Program of tourism development in the Republic of Altai attracting local specialists competent in the sphere of tourism development in the region;
- drawing-up of land resources cadastre indicating their possible recreational use;
- organization of the system of state licensing and certification of tourist and excursion services;
- reconstruction of existing and building of new tourist objects in the Altai Republic
