1. GENERAL CHARACTERISTIC OF FOREIGN TRADE ACTIVITY.
A foreign trade turnover for twelve months of 2002 has constitute US$20087,6 thousands and in comparison with the similar period of 2001 has increased o要 US$1953,5 thousands. In a structure of commodity circulation export has occupied 90,6% and import 9,4 %. For nine months of 2001 this parity was equaled accordingly 92,9 % and 7,1 %.
The trading balance has developed positively and has constituted US$16292,6 thousand (for the similar period of 2001 it developed positively, and constituted US$ 15555,7 thousands).
A commodity circulation with the distant foreign countries has constituted US$192,51 or 95,8 % and in comparison with the similar period of 2001 it has increased o要 US$2768,5 thousands.
The trade balance with distant foreign countries has developed positively and constituted US$15533,2 thousands (for 12 months of 2001 it developed positively and has constituted US$14251,1 thousands).
A commodity circulation with the countries of the CIS has constituted US$836,6 thousands or 4,2 % and has decreased in comparison with the similar period of 2001 o要 US$815,0 thousands, or in 2 times.
The volume of the foreign trade operations under barter bargains in comparison with 2002 has increased in 1,8 times and has constituted US$1765,7 thousands or 8,8 % from the general commodity circulation. In comparison with the appropriate period of the last year the share of barter bargains in general volume of export-import transactions has increased o要 3,3 percentage items. Goods exchange trade was carried out with Mongolia and Germany.
Foreign trade activity was carried out with such countries as: Mongolia (41,2 %), Siangan (34,1 %) and Korea (18,9 %).
2. EXPORT.
Export of goods for twelve months of 2002 has constituted US$18190,1 thousands or 90,6 % from a commodity circulation volume and has increased in comparison with the similar period of 2001 o要 US$1345,2 thousands. Thus, the volume of export deliveries has increased in the distant foreign countries o要 US$2025,3 thousands; while in the countries of the CIS has decreased o要 US$680,1 thousands.
Export of goods under barter bargains has constituted US$149,5 thousands. Densities of barter bargains in volume of export operations has constituted 0,8 % (for twelve months of 2001 - 2,2 %). Goods exchange trade was carried out with partners from Mongolia, where a wheat flour (49,3 %), means of ground transport (10,6 %) was basically taken out.
A pharmaceutical production plays a great role in export (57,7 % from a general volume of export). Its deliveries were carried out to Siangan, Korea, USA and Kazakhstan. In comparison with the similar period of the last year an export of these goods has increased o要 US$2557,8 thousands, or in 1,3 times.
It is important to note, that the export potential of Altai Republic in foreign trade with the countries of the CIS is used in an insufficient measure, trade is characterized by insignificant volumes. It is possible to note, that the occurred break of economic communications of the republican enterprises with partners from the countries of ex-union republics was not restored.
The basic partners at export among the countries of distant foreign countries are Mongolia - US$6650,7 thousands or 36,6% from the general commodity circulation, Siangan - US$6854,1thousands or 37,7%; Korea - US$3780,0thousands or 20,8%; among the countries of near foreign countries such countries as: Ukraine - US$615,2 thousands or 3,4 % from the general commodity circulation and Kazakhstan US$143,8 thousands or 0,8 %.
3. IMPORT
The volume of import of twelve months of 2002 has constituted US$1897,5 thousands (9,4 % from total amount of commodity circulation). In comparison with the similar period of 2001 import has increased o要 US$608,3 thousands or in 1,5 times, due to increase of deliveries from distant foreign countries o要 US$743,2 thousands or in 1,7 times. In the countries of the CIS the volume of deliveries have decreased o要 US$134,9 thousands or in 4,5 times.
Food products take 89,3 % in a structure of import. Import of food products has constituted US$1694,0 thousands and has increased in comparison with the similar period of 2001 o要 US$1067,2 thousands in 2,7 times.
The volume of barter operations in import has constituted US$1616,2 thousands or 85,2 % from total turnover of import, and has increased in comparison with 2001 o要 US$978,3 thousands or in 2,5 times. Barter was carried out with two countries: Mongolia and Germany. Meat and fish were basically imported from Mongolia, and equipment from Germany.
4. THE ANALYSIS OF CATEGORIES OF PARTICIPANTS OF FOREIGN ECONOMIC RELATIONS
85 participants of foreign trade activities were registered in Customs House of the Altai Republic, but o要ly 54 participants of foreign trade activities have shown activity for 12 months of 2002.
The basic volume of export-import transactions falls o要 physical persons - non-residents of the Russian Federation.
The basic participants of foreign economic relations are: Open Company " ASOHRA ", Open Company "GORNO-ALTAIVNESHTORG ", Open Company "ALTAPH ".
It is necessary to note, that the basic volume of export operations falls o要 physical persons - non-residents of the Russian Federation, who give more than 30 % of export to Republic Mongolia.
About foreign trade turnover of the Altai Republic in 2007.
According to the information of the Gorno-Altai custom service, a foreign trade turnover in activity of the custom service is 18 515, 9 thousand US dollars, including export - 7 928, 5 thousand US dollars and import - 10 587, 4 thousand US dollars. In comparison with the similar period of time of 2006, a trade turnover has increased on a sum of 8 903, 7 thousand US dollars or in 1, 9 times. In a structure of trade turnover, an export takes up 42, 8 % and import - 57, 2 %.
For a period of nine month of 2007, a custom service transferred customs payments in a State budget of the Russian Federation on a sum of 106 020, 5 thousand rubles. A plan target for 9 months is executed on 144, 6 percents. In comparison with transferring in a federal budget of the last year, a growth compounded 243 percents. Mainly it is connected with appearance of the new participant of foreign trade activity which is realizing deliveries of trucks and buses from China. As a whole, a part of Chinese goods in import compounds 96 %.
Basic countries- partners in export are Korea - 48, 7 % (from all export), Mongolia - 43, 8 %.
In 2007, participants of foreign trade activity realized trade with 12 countries of the world; and they are: Austria, Germany, Hongkong, China, Korea, Mongolia, Netherlands, USA, Czech Republic, Sweden, Kazakhstan and Kirghizia.
A federal purpose-oriented program "State boundaries of the Russian Federation 2003-2010" includes a construction of automobile custom post "Карагай" in the Ust-Koksinsky region for 2008-2010. A putting in operation of "Karagay" will be a powerful incentive to the development not only with frontier regions of Kazakhstan Republic, but also will stipulate a development of economy of the republic.
Increasing of trade turnover between Mongolia, China and Russia is also expected because of construction of a highway from the Russian-Mongolian up to Mongolian-Chinese boundary (Tashanta - Bayan - Ulgiy - Kobdo - Bulgan - Taykishken).
